Haggling

When at a structure, enter into a Merchant Event. A left-right bar appears with side swapping token (shown red).

When in a Merchant Event, haggle successfully by clicking joystick button when the token is on the right side. 

A left side allocation releases your gold for free. A right side allocation swaps at market rate: 9 gold for 1 dollar.
